Biological mothers always. Married fathers automatically. Fathers on the birth certificate (post-2003). Adoptive parents and special guardians.

How to Get It

Through voluntary agreement, a court order, or adoption/special guardianship. Without it, you cannot make decisions in emergencies or participate in legal proceedings affecting your child.
